Problem
When designing welfare policies, there was no framework to comprehensively compare the trade-offs between fiscal sustainability and expanding coverage. It was difficult to present evidence-based budget impacts and long-term effects for each policy alternative.

Calculated ICER for each policy alternative through CEA, simulated annual fiscal requirements over 10 years through BIA. Quantified uncertainty from recipient population changes via PSA. Specified 'neutral analysis criteria' acceptable to both parties to increase policy consensus feasibility.
