National Assembly Policy Committee — Social Safety Net Policy

Simulated 3 policy alternatives for strengthening social safety nets. Analyzed trade-offs between fiscal sustainability and coverage breadth with an audit-ready Decision Packet.

Problem

When designing welfare policies, there was no framework to comprehensively compare the trade-offs between fiscal sustainability and expanding coverage. It was difficult to present evidence-based budget impacts and long-term effects for each policy alternative.

Decision to Make

Among proposed social safety net policy options, which alternative simultaneously optimizes fiscal sustainability and coverage breadth? What is the 10-year cumulative budget impact of each option?

Inputs (Data)

1Welfare recipient population data and forecasts
2Expected cost scenarios for each policy alternative
3Overseas similar policy performance data
4Fiscal constraints and mid-term financial plans
5Key stakeholder decision criteria

Approach

Calculated ICER for each policy alternative through CEA, simulated annual fiscal requirements over 10 years through BIA. Quantified uncertainty from recipient population changes via PSA. Specified 'neutral analysis criteria' acceptable to both parties to increase policy consensus feasibility.

Deliverables

Decision Brief (1-2p) - Policy recommendation and key evidence
10-year fiscal simulation — cumulative budget impact by alternative
Transparency Page — 'What would change my mind' conditions specified

Result

Compared fiscal and effectiveness trade-offs of 3 policy alternatives in a single document. Used for internal party review and external presentations. Enables transparent evidence presentation for audit response and parliamentary inquiries.

Time-to-Value

2-week diagnostic + 4-week analysis
